Cleveland Water Pollution Control is the sewer maintenance division and stormwater manager for the city of Cleveland, Ohio. We are responsible for the sanitary sewer and stormwater collection system and for developing, implementing and maintaining environmental stormwater compliance standards and programs, including enforcing laws related to illicit discharges.

Cleveland’s sewer system is comprised of 1,436 miles of sewer lines, more than 43,500 storm drains and 12 pump stations. WPC operations help minimize and eliminate street and basement flooding and protect local streams, the Cuyahoga River and Lake Erie from pollutants.

Every 5 years Water Pollution conducts a rate study to evaluate the financial stability of its system. Water Pollution Control is proposing a gradual increase in rates over the next 5 years to support critical infrastructure investment. Permits

Sewer builders and contractors repairing sewers in the city of Cleveland must have a permit from Water Pollution Control. A permit must be obtained before an excavation is made. All plans and permits must be kept at the work site at all times while the work is in progress. This is in accordance with the Cleveland Codified Ordinance, Part Five, Title VII, Section 541.05 (2F). There are no exceptions.

Obtaining Permits

Licensed sewer builders can apply for and purchase work permits in person at the Water Pollution Control Office, 12302 Kirby Ave., Cleveland, Monday through Friday from 8:00 a.m. to 5:00 p.m.

If the licensed sewer builder cannot be present, then a letter of authorization must be submitted by a representative. The letter must be on company letterhead and include:

About The Project

The East 185th Street and Marcella Road Relief Sewer Project is designed to reduce basement flooding in that service area. About 5,200 feet of 48-inch diameter relief sewer will be installed along East 185th Street and Marcella Road to accept excess flow from the existing sanitary sewer during wet weather events. There will be 13 connections from the existing sanitary sewer system to the new relief sewer.

IMPORTANT INVESTMENT

Sanitary and storm sewers are important to the health and well-being of Cleveland residents and the environment. As infrastructure ages, rehabilitating and replacing sewers and their connections is a priority. Water Pollution Control (WPC) is investing $15 million in this important project. Residents will not be assessed a fee for the installation of the new relief sewer.

What Residents Can Expect

Construction can be disruptive, and we will make every attempt to minimize the impact of this project. Other utilities and fire protection will be maintained throughout the project.
During construction, traffic will be maintained with some restrictions, including temporary intersection and road closings. Marcella Avenue may be closed to through traffic until spring 2020.
Residents will be able to access driveways, but there will be limited parking on streets. When there is a need to restrict access and parking, notifications will be posted in advance.
